Frank V. Carone
Frank V. Carone is an Executive Partner at Abrams, Fensterman, Fensterman, Eisman, Formato, Ferrara, Wolf & Carone, LLP., a full service law firm with offices on Long Island and in Brooklyn, NY, New York City, and in Rochester, NY.
Mr. Carone was born and raised in Brooklyn, where he attended and graduated from St. John’s University cum laude in 1991 with a Bachelor of Science Degree in Finance. He received his Juris Doctor at Brooklyn Law School, where he graduated in the top of his class in 1994 and received the award for American Jurisprudence in Legal Ethics.
Mr. Carone has extensive experience in many areas of the law including complex Civil and Criminal matters for Individuals, Corporations, Governmental Agencies, NFPs, Professional practices and Family offices, as well as counselling clients in various government relation strategies.
Mr. Carone served in the United States Marine Corps from 1993 to 1995, where, upon completion of Officers Candidate School, he was commissioned 2nd Lieutenant. He also graduated from The School of Mortgage Banking in 1999. For almost a decade, Mr. Carone has been counsel to the Chairman of the Kings County Democratic County Committee, where he has had an opportunity to represent many members of the party, including elected officials. He is also an active participant in Bar Association conferences and other seminars offered by different trade associations. He has served as a guest lecturer at the Brooklyn Bar Association, where he is also an Officer, as well as the Columbian Lawyers Association of Brooklyn. He is consulted regularly by attorneys, lobbyists, and other professionals. Mr. Carone’s business achievements include founding a multi-state mortgage bank with over 200 employees. He then negotiated a successful merger of the bank with a larger mortgage institution. Mr. Carone is an experienced litigator who has successfully handled a broad array of complex litigations across a diverse range issues, from article 78s through shareholder derivative suits.
Mr. Carone was appointed by Mayor Michael Bloomberg to the NYC Taxi & Limousine Commission and his appointment was approved unanimously by the NYC Council on March 2, 2011 for a term through January 31, 2015. Mr. Carone’s term was extended through January 31, 2022 by Mayor De Blasio after a unanimous vote of the NYC Council. Mr. Carone completed his term of service with the NYC Taxi & Limousine Commission at the end of 2016. During his term as a commissioner, Mr. Carone worked on issues such as Green taxis, e-hail apps, Accessibility and driver wage increases.
Mr. Carone was appointed Chair to the New York State Bar Association Committee on Transportation Law which will focus on issues associated with Ride-Sharing Services and Driverless vehicles.
Mr. Carone is a member of the New York State Bar Association, Association of Trial Lawyers of America, Brooklyn Bar Association, The American Association of Bank Directors, National Association of Criminal Defense Lawyers, Kings County Criminal Bar Association and the Columbian Lawyers Association. Mr. Carone is a Board member and audit chair of Hanover Community Bank (HCB) (www.hanovercommunitybank.com). During his time on the Board at HCB, the Board has successfully reorganized and recapitalized the Bank. Mr. Carone was also asked to join the Board and chair the audit committee of Ridgewood Bushwick Senior Citizens Council and to help restructure the agency, a goal the new board has successfully accomplished. RBSCC is a non-profit which serves 30,000 constituents and has a budget of almost $100,000,000.00. Mr. Carone is also on the Board and Audit Chair of the Catholic Foundation of Brooklyn and Queens (www.catholicfoundationbq.org). Mr. Carone joined the founding advisory Board of the New York League of Independent Bankers (www.nylib.org) and also serves on the Board at the Downtown Brooklyn Partnership.
Mr. Carone has been designated a Super Lawyer in Government Relations since 2016, a distinction earned by only five percent of the lawyers in the New York metro area.
