These cases challenged at-large election systems that diluted the voting strength of Black and Hispanic residents, limiting their ability to elect candidates of their choice. The resulting settlements implement meaningful structural reforms designed to ensure more equitable representation in local government.
The matters were led by David Imamura, with Amy Marion serving as lead trial counsel throughout the litigation.
