Thomas W. Alfano
Thomas W. Alfano is a Partner at Abrams, Fensterman, Fensterman, Eisman, Formato, Ferrara, Wolf & Carone, LLP in the Government Litigation, Law and Policy Practice Group.
Mr. Alfano, a former associate at a prominent international firm's Manhattan office, and a trial lawyer and litigator for several insurance companies and other New York City litigation firms, was a member of the New York State Assembly representing the 21st Assembly District, from 1996 through 2010. During his distinguished legislative career, Mr. Alfano was the ranking member of the codes, judiciary, labor, corporations and housing committees.
A leader in the Republican Party Conference when in the Assembly, Mr. Alfano was the Assistant Minority Leader as well as the Nassau County Republican Delegation Leader. Mr. Alfano was well known and highly regarded for his practical, bipartisan approach to the legislative process and co-sponsored many bills which became law.
During his Assembly career, Mr. Alfano was also highly effective, working together with his Senate colleagues, in securing state funds for his district primarily in the area of public education. His Mentors and Leaders program sponsored trips to the State Capital for hundreds of students over the years and became a model for many legislators. He and his district office staff were known for constituent service and coalition building.
Most recently, Mr. Alfano was deputy general counsel of the Nassau University Medical Center where he was responsible for finalizing and processing Requests For Proposals, responding to freedom of information requests (FOIL), and for complying with subpoenas. He also negotiated and drafted many hospital contracts. He sat on the NUMC claims committee and the Executive Committee of the Nassau Queens Performing Provider System (NQP) for the Delivery System Reform Incentive Payment (DSRIP) program where NUMC is the lead. This program is a collaboration of the three major health systems located in Nassau and Queens counties along with 8,400 providers endeavoring to redesign healthcare delivery to the Medicaid population. From late 2015 to July 2016, Mr. Alfano was acting General Counsel at NUMC where he co-supervised the legal department while he advised the hospital administration.
Mr. Alfano has a national business network which has enabled him to be at the forefront of business development for several successful start-up ventures. He is a graduate of Fordham University School of Law and has a B.A. in Political Science also from Fordham University, where he was class valedictorian and Phi Beta Kappa.
