Frank V. Carone

Executive Partner

An accomplished negotiator and one of Brooklyn’s most sought after business litigators, Frank V. Carone is an Executive Partner at Abrams, Fensterman, Fensterman, Eisman, Formato, Ferrara, Wolf & Carone, LLP, a full service law firm with offices on Long Island and in Brooklyn, New York City, and in Rochester, NY, where he has led the Brooklyn office since 2011. Known for his insightful legal prowess, leadership skill and business acumen, he has been instrumental in charting the firm’s strategic expansion into the largest legal practice in Brooklyn and in establishing Abrams Fensterman as one of the region’s premier firms.

Designated a Super Lawyer in Government Relations and known for his creative solutions, Mr. Carone has attained significant achievements in both business as well as in the legal profession. His practice comprises a diverse array of civil and criminal matters for individuals, corporations large and small, governmental agencies, nonprofits, professional practices and independent family offices, as well as providing high level government relations strategies. Forbes has cited him as “one of the foremost experts on business negotiating strategy” in the country.

Prior to joining Abrams Fensterman, Mr. Carone founded a successful mortgage bank that he grew into a multi-state enterprise with more than 200 employees and negotiated a successful merger with a larger institution. His ongoing business and nonprofit engagements include Board Member and Audit Chair of Hanover Community Bank (HCB) where he led a successful reorganization and recapitalization; Board and Audit Committee Chair of Ridgewood Bushwick Senior Citizens Council, a nonprofit serving 30,000 constituents where he helped restructure the agency; and Board Member and Audit Chair of the Catholic Foundation of Brooklyn and Queens. Recently Mr. Carone joined the founding advisory Board of the New York League of Independent Bankers, and serves on the Board at the Downtown Brooklyn Partnership. Mr. Carone is presently the President-Elect of the Brooklyn Bar Association as well as its dinner chair.

Born and raised in Brooklyn, Mr. Carone has long devoted himself to serving local organizations. He is presently in his second term on the New York City Taxi & Limousine Commission, having been appointed by Mayor Michael Bloomberg in 2011 and reappointed by Mayor Bill de Blasio in 2015, unanimously confirmed by the New York City Council for both appointments. His tenure as a commissioner is marked by notable advancements in green vehicle standards, the advent of e-hail apps, significant improvements to accessibility and driver wage increases. He lobbied for the creation of and now serves as chair of the New York State Bar Association Committee on Transportation Law which will focus on issues associated with ride-sharing services and driverless vehicles. For almost a decade, Mr. Carone has been counsel to the Kings County Democratic County Committee where he has represented numerous elected government officials. He frequently appears as a guest lecturer before legal and business trade organizations.

Mr. Carone graduated cum laude from St. John’s University with a Bachelor of Science Degree in Finance. He received his Juris Doctor at Brooklyn Law School, where he graduated in the top of his class and received the award for American Jurisprudence in Legal Ethics. Frank Carone served in the United States Marine Corps from 1993 to 1995 where, upon completion of Officers Candidate School, he was commissioned 2nd Lieutenant. He is also a graduate from The School of Mortgage Banking. His professional memberships include the New York State Bar Association, Association of Trial Lawyers of America, Brooklyn Bar Association, The American Association of Bank Directors, National Association of Criminal Defense Lawyers, Kings County Criminal Bar Association and the Columbian Lawyers Association.

Mr. Carone continues to make his home in Brooklyn together with his wife Diana and children Gabriella and Francesco.
