Michael Hiser is Of Counsel at Abrams Fensterman, LLP working out of the firm’s Albany Office. Mr. Hiser is a member of the Health Law Practice Group and provides counsel in various aspects of health care law, with a particular emphasis on regulatory enforcement of health care providers and physician practice groups.
Prior to joining Abrams Fensterman, Mr. Hiser was an attorney at the New York State Department of Health for more than 25 years. In his time at the Department, he worked as both a prosecuting attorney in the Department’s Division of Legal Affairs, Bureau of Professional Medical Conduct (BPMC), and, for the last 5 years, as a Deputy Counsel in charge of the Upstate office of BPMC, overseeing the work of a broad range of prosecutions. In his time there, he received a Commissioner’s Award for excellence in prosecution work, he lectured on BPMC issues at various annual and training meetings of the Board for Professional Medical Conduct, while also appearing as a panel member at New York State Bar Association and Division of Legal Affairs sponsored continuing legal education programs.
Mr. Hiser has also worked in private practice for firms in Binghamton, NY, Washington, DC, and Albany, NY, focusing his work on civil litigation in state and federal courts, and the representation of corporate clients in administrative law and legislative settings.
In his community activities, Mr. Hiser has been a member of the Binghamton Housing Authority Board, the chair of the Local Development Commission of Castleton-on-Hudson, NY, and a twelve-year member and past president of the Schodack Central School District Board of Education in Castleton-on-Hudson.
Mr. Hiser earned his J.D. from the Ohio Northern University College of Law, and his B.A. from the State University of New York at Albany. He served as a Volunteer in Service to America (under the federal government VISTA program) in Albany, NY after graduating college.
Mr. Hiser has been admitted to practice in the State of New York since 1983.
